As long as you write your own content and follow rules of decency, you can pretty much write what you want.
Yes you can. I place mine under Books and Writing - Writing - Creative Writing subtitles as do many others. If the story is long (more than 2k words) you may consider spliting it into multiple parts.

So long as it isn't offensive I haven't seen any limit to the genre or formate that you decide to make into a hub. I have noticed that once you start, if you are successful you will feel pressure from your readers to make your hubs bigger and bigger and closer together in instances where you publish. What you choose to do with that pressure is up to you.
Yes if the story is your story and your don't offend anyone, use too much profanity and it is orginial you can write a story here on hubpages. I have already done it. Check it out.
I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest. A good paper is one that people get drawn into because it reaches them ln some way.As for me WW11 to me, I think of the holocaust and the effect it had on the survivors, their families and those who stood by and did nothing until it was too late.
