It's called a multi-SIM (or Dual-SIM) cell phone. They are fairly common in Europe. I have never seen one here in the US, although I am sure they exist.
There are other options. You could use Google Voice (or for that matter any call forwarding service) and have calls from the second line forwarded to the first line. And if you use Google voice, you can decide which number to use to show on your outgoing callerID when you make calls.So there are free (or very cheap) alternatives.
Subscribe to Google Voice. (It's free. ) They give you a new phone number; you specify up to six phones; (you'd specify your two lines, and maybe other phones as well); if anyone calls your Google Voice number it rings through to ALL the specified phones.(If none are answered, it takes messages in one central mailbox.)That may or may not help.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
