The way we do it where I teach is - making the assumption the teacher doesn't come up with the idea on their own - you go and suggest it to the faculty member most likely to teach the course. The faculty member then prepares a proposal with course goals, objectives , possible textbook, preliminary syllabus for the course and anything else which they think will sell the course. This is then presented to the department chairman who will act upon it.
The whole process usually takes about 2 years.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest. A good paper is one that people get drawn into because it reaches them ln some way.As for me WW11 to me, I think of the holocaust and the effect it had on the survivors, their families and those who stood by and did nothing until it was too late.
