I need to put up a 10 ft. Long bamboo shade over a window that has vinyl above the window. How can I mount this shade? The windows are vertical sliding windows and have no sill.

Hooks will work, or screws, but make sure they are stable! The important part is to make sure that you are putting your mounting screws or hooks into something strong and stable. If your window frame is vinyl, and doesn't have a wood frame outside of that, you should look for a wall stud.
You might also give a try to toggle anchors, or toggle bolt wall anchors - they are strong, but often require a bigger hole in the wall, which isn't good if you are renting.
