It depends on the carrier but yes, it usually will be considered pre-existing if you already have a diagnosis at the time you sign on, or are being actively treated for it. At the same time, though, I have to say, back pain is rather hard to put up with, and in some cases you only have a small 'window of opportunity' for certain back pain treatments, such as surgery. So decide how bad it is and if you can live with it but also know you are running the risk of doing more damage.
