Practically speaking, it wouldn't work period. Cartridge based games tend to use sprites for display of characters and symbols. Meaning, there is a picture stored for each symbol.
You may be able to translate the text stream, but that wouldn't help if the sprites are in romanji/kanji.
You don't have a weird way of thinking, but you do have an impractical one. Making a translator for games is like making fuel cells for cars- the concept is the same but the manufacturers all flew in different directions when they made their products, and damned if they even used the same file formats, let alone coding practices. Even if you designed a translator that works only on one game engine, the changes the developers made when they designed their specific games on that engine would make a violent mess of the end product.
And for the record, programs that recognize kanji and other languages do exist en masse- but nobody is going to throw thousands of dollars into making it compatible with a $30 game that nobody really wants to play. What do you need translation for anyway, all they do is scream after the tentacles get to em.
I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
