No it is not normal Any swelling is a sign of either an injury to a joint, or a circulatory problem. And yes, it can cause knee pain because your dynamics and alignment will be out of kilter. Be more conscious of how you walk and stand.

You can also try yoga=stand on one foot like a flamingo, then the other. You can also try a support banadage for a couple of days to help take the strain off the joint, and give it some rest and elevation.
If it persists for more than another week after trying a few of these solutions, you really do need to go back to your doctor.
I have this problem too... and am scheduled for surgery I have sprained left ankle twice, and the right one third time in march, I just got some bum ankles. I told the doctor then, I wanted an MRI cause this is no normal sprain. But followed the docs advice.
Anyway, my doctor had me wear this huge boot, wore it for like 6 weeks or something, no improvement. Then physical therapy, they told me how I would get better... NOPE! I know my body, I have had my share of sprain ankles, this one felt worse than the others, I am older than when the others occurred, but still it just did not feel right, cancelled therapy after a few sessions, go back to doctor, ask for an MRI, bingo: yep it was much worse, sends me to orthopedic (?) don't know what they diagnosed my ankle as but he this guy kind of moved my foot and in 30 seconds knew what therapy and family doc didn't know but scheduled me for surgery right there on the spot.
Request an MRI and go see an orthopedic. They will hold off recommending that of course because of $, but with as much as we all pay for healthcare, demand it.
It is very normal for the swelling plus it can cause knee pain. The ankle and knee are connected. Once the muscles in the ankle get weakened it starts using the muscles from the knee for help.
Or you may not even realize it but you may be walking a little different to protect your ankle and that is what is causing the pain. If your injury is lasting this long it's best to see an orthopedic surgeon. Html.
