Actually blacks account for just under 40% of the population of Buffalo, they're the largest minority group in upstate New York. To address your question, it's a poverty issue. Poverty breeds violence.
Buffalo is one of the poorest cities in America with a disturbing level of income inequality between blacks and whites. Do you think blacks asked for that? There's more at work than just "black people being black" as the racists would like us to believe.
