I think it could be a regional thing. Miami is synonymous with flamboyance, and excessiveness. It's the way the town is, and I think that the spanic population there is a little over the top myself, but I totally understand why.
The whole vibe there is somewhat like an upbeat, never-ending party vibe, which makes sense: Most of the spanic population consists of Cuban refugees (or descendants of refugees) who have the feeling of conquering the communistic environment they fled from. Other aspects factor into social and cultural behavior, even the weather has bearing on how people act! I understand how you feel about the cultural thing too–I am of Asian descent, and I can say that sometimes I can't stand when some Asian people (out in public) act arrogant, rude, and seem like they lack in social URL1 makes me feel embarrassed that they act like this.
I don't feel guilty that I think this way about my fellow Asians–instead, I just make sure that I don't conduct myself like that! It's sad but true–in society, often people are judged collectively on account of how the majority of a group acts.
Lol, the bright clashing colors is pretty tacky. However a lot of Latin Americans I knew back in college dressed in clashing tacky colors. Don't know why.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
