I would like to find authoritative internet information on the problem with plastics in the world. I'd also like to?

I would like to find authoritative internet information on the problem with plastics in the world. I'd also like to find a model ordinance for adoption by governmental units which would ban the use of the plastic shopping bags within their boundaries. I've found the following and similar sites:bestlifeonline.com/cms/publish/travel-le... I'm not certain how reliable this information is.

I'd like to read on this topic and research this topic, but I want to be sure I'm looking at reliable sources that I could cite. If you know of where such authoritative information is available, I would appreciate a response.
