I'm on the How To Team, and as far as I know "how-to" pages are only supposed to be created by members of the team. But I don't know if there is any system in place to keep people from turning their current pages into "how-to" pages, or whether or not people not on the team can claim unclaimed "how-to" pages. To get on the team, go to Mahalo Tasks and claim one of the How To Rush Week tasks.
Complete the required information and submit. If the page is approved, then you can be added to the How To Team. Once on the How To Team, you will be provided with a link to a document online where you can submit your "how-to" ideas.
If your ideas are approved, then they will be turned into Pre-Approved How Tos under Mahalo Tasks which only can be claimed by you. Then when you're ready to build it, claim the task and fill in the required info and submit. When it is approved, the page will be assigned to you and you can manage and edit it.
If you want to use the topics you right on then yes you have to be a member of the How To team and have your topics approved. You can write how-to's by selecting some of the Rush Week entries. This only applies to writing how to's.
Now then, if you want to claim a page you are welcome to do that, provided you find one that does not exist on Mahalo or has been abandoned. You must have a managed page limit before you can claim any pages. This can be found in your profile page below your image and earnings.
I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest. A good paper is one that people get drawn into because it reaches them ln some way.As for me WW11 to me, I think of the holocaust and the effect it had on the survivors, their families and those who stood by and did nothing until it was too late.
