Cain received his judgment from God. He was fearful for his life, knowing that someone would come and kill him. God gave him a mark to be free from retribution.
Cain was meant to live the rest of his days knowing what he had done and trying to repent.

Nobody did. According to the Old Testament God put a mark on Cain so that no one would harm him. This allowed him to play a role in fathering the start of humanity, and left the final punishment to God.
