The lamp fitting and leads decide how many watts it can tolerate...Otherwise wattage can be anything depending on lighting demand. For a certain voltage it is the Amperage which the fitting can tolerate that is the deciding factor. 13/60W means that the new LED light only uses 13Watts of power to produce the equivalent of 60W in an old incandescent lamp.
Thus the 14/60W LED is less efficient and as such uses slightly more power.
I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
