1) Yes. Medical practices are required by law to be owned by licensed physicians. You can in many cases have management companies that handle the administrative aspects of the practice (payroll, insurance billing, accounting, etc.), but the actual practice of medicine cannot be under the control of anyone who is not a doctor.
2) Not really. You typically have to be a former special operator (Rangers, green beret, Marine Force Recon or Raider, SEAL, PJ, Delta) to get any serious consideration. Even then, it takes significant inside connections with the military to get those kinds of contracts.

Actually, #1 is not clear--it is possible to own a medical practice and hire MDs to work in it but they can not supervise you if you are going to offer your own medical services there -- such as opening up an urgent care. State law may dictate this further. It is also possible to be 49% owner in a practice as a non MD as well such as an aesthetic practice.
For number two, yes I would imagine that takes huge capital and inside connections.
I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
