No, that is not what it means. What it means is that, even if you marry a green card holder, you cannot stay here. You would have to apply for a green card of your own - and that means returning to your country of origon and applying.

And you cannot come into this country on a visitors visa specially to find someone to marry, so you do not have to leave. You will have to be interviewed by INS, before you get married.
