Well, certainly with Fedex its possible. Fedex delivers to an *address*, not to a *name*. And yes, anyone with the same last name that can show they are associated with your address (picture id, cable bill, rental agreement, etc) can pick up the package from the facility.

UPS would have to operate in much the same way.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
