Yes, she will be. Camilla will become Queen (Queen Consort) of the United Kingdom of Great Britain and Northern Ireland the moment Charles becomes King - there is simply no alternative. The wife of the King Regnant has always been Queen Consort and there is no reason why King Charles' Consort should be titled otherwise.
It would take an Act of Parliament (of the UK and of all the countries of the Realm) to deprive Camilla of the title that would rightfully be hers - and I just don't see that happening. I know that at the time of Charles and Camilla's wedding, the Palace announced it was intended that Camilla would be The Princess Consort, and not Queen Camilla, when Charles ascends to the Throne. However, the only way Camilla could be STYLED Princess Consort (while legally being TITLED Queen Consort) would be if Camilla is granted the title of the Princess Consort in her own right; in that case, Camilla may chose to be known under the lesser of her two titles (just as now she prefers to be known as The Duchess of Cornwall, even though she is The Princess of Wales as well).
Personally, I think the above scenario is highly unlikely to take place, nor do I see any reasons for it to be so. EDIT: Camilla DOES carry the title "The Princess of Wales"; she just chose not to be known under that particular title out of respect for the late Diana, Princess of Wales. Camilla DOES have the same surname as Prince Charles; she belongs to the House and Family of Windsor.
Legally she becomes Queen as soon as Charles becomes king. The only way to prevent her from becoming queen is if her mother in law abolishes the title of Queen Consort for future generations. Contrary to what has been said by other respondents, Parliament has no say in what titles are used by people who marry into the House of Windsor.
If the title of Queen Consort is abolished Charles would have to create a title for his wife by Letters Patent. If its not abolished and they decided that she will not use the title and style HM Queen, then Charles can issue a Royal Warrant allowing his wife to use the title HRH The Princess Consort, (a press release from The Palace has the same effect as a Royal Warrant) As a married woman Camilla, by custom takes her family name from her husband, however as a HRH (by marriage) she does not need to use the surname.
