Short answer: In the way you state your question you seem to believe that a Doweager Queen may have right to rule on her own after her husband has died. That only happened in "The Princess Diares" and at times where the heir to the throne as a minor. In UK this is clearly not the case.
If Charles succeeds and then dies, Camilla could be a Dowager Queen (legally, even if she would be styled The Dowager Princess). However, she would take second place to "Queen Catherine" and of course "King William V". But, history makes her own plans.
