I'm pretty sure it means: the non-believers in the Kingdom of Judah. The paragraph is focusing on the people from the Kingdom of Israel who fled Israel to live in Judah, and on King Asa's destruction of all idols and restoration of the Temple altar. Foreigners living in Judah might not be required (or perhaps even not allowed) to worship at the Temple - but of course foreigners would in any case not be allowed to worship foreign deities in Judah.
In that time period anyone who was not a believer was a raging mad man that slaughtered the innocent. They have now changed into joining Islam or becoming Atheist. It depends whether they want to kill or lie all the time.
