There are numerous categories of employee at NASA. For the Federal Employee jobs, preference is given to Veterans of US Armed Forces and citizens. It is extremely rare that a non-citizen would get such a job.
There are many non-citizens who officially work for contractors to NASA and work side-by-side with Federal employees. There are many employees of space programs of other nations whose assigned work station is at a NASA site. Also, some astronauts are naturalized US Citizens.
Only US citizens can work on national secrets, like nuclear weaponry. As far as Nasa, that would depend on what the actual job in question entailed. Just to get to the ISS, I would think anybody qualified is welcome.
