Unless you have custody or legal gaurdianship, Grandparents carry no rights to their grandkids. If the grandparents do not wish to keep taking responsibility for the child they should contact the state's department of children and family services for assistance. I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
