I'm attempting to pre-order Final Fantasy: Advent Children Complete Blu-Ray on Amazon, and I received the confirmation email, but there's no button or anything to click that confirms the order to place the payment, so I'm confused. Amazon's help section says that should the price fall between now and the date of the release, the price I'll pay is the lower one, so the excess money will be refunded, but it also says that it doesn't take payment until the shipping begins. Is this saying that it'll take the full price and then refund the excess AFTER the shipping process begins?

Amazon and the other online stores, take the money when they ship it out and not before. Don't worry.
It charges when it ships Pre-orders from Amazon. Com work just as every other order does. That is, you are not charged for the order until the item enters the shipping process.
What you are wondering about is the Pre-Order Price Guarantee, which works as follows: For example, I pre-order a movie, and it is listed at $25.99 the day I place the order. 2 days before the order ships, the price drops to $20.00. My order would then be $20.00 plus tax and shipping charged to my card, not the original price of $25.99.
Basically, there is no refund at all, you just get charged less to begin with.
You are charged once the order is shipped You will pay once the order is shipped. You will usually see the authorization a day or 2 before the release date when the fulfillment centers start the shipping process. Once the order is complete the charge will be complete. As for the price falling, the system keeps up with that and in some cases will lower the cost of your item to the lower price before shipping.
I have also had it refund me the difference bc the price fell so close to shipping. Either way you get an email letting you know whether it shipped with a lower price or if you will be getting a refund. Sources: I work at amazon.

I don't know how Amazon works it but when I pre-order games from the store they have you pay a small portion of it then when you get it you pay the rest of the bill, hope this was helpful.
1 They won't charge your CC until the item is ready to be shipped. Same thing applies to backorders everywhere.
