Yes, you can if the service is using the same protocols. AT&T (Cingular) and TMobile use GSM (as does most of the rest of the world). Verizon and Sprint use CDMA.
The phone you want to unlock has to support the actual frequency of the technology (as in GSM) but you should be safe moving from AT&T/Cingular over to TMobile. You would not be able to move it to Sprint or Verizon because the radio technology is too different (unless it were a phone that supported both GSM and CDMA, but those are rare).
