The only reason to determine it that early is if your league allows draft pick trading. Otherwise, it's randomized an hour before the draft. It's a little scary that people think they need to know their exact pick a month ahead of time.
PS - To the guy above me...you do not need two weeks notice to develop a general draft strategy. And the bulk of drafting is taking into account how others are drafting. If there's a QB run in the first few picks and Ray Rice is available at 6, you take him, even though your plan would be that he's gone by then.
Moose, You definitely want to determine the draft order at least 2 weeks before the draft. This gives your league owners plenty of time develop a strategy based on their draft position. Lots of people today like to participate in mock-draft to get a feel for which players may drop to them based on their position.
Dropping this information on them the day of the draft isn't a good idea and probably won't go over well. In my leagues, we determine the draft order by finishes the previous year, where the winner of the loser's bracket (The Chumpion) gets the first pick. However, instead of awarding explicit draft positions, we award choice of draft position.
So, the Chumpion gets his first selection of draft position, he may want to pick 1st, 3rd, or 12th. This gives him the option to pick where he feels most comfortable. Still, we make our owners pick their draft position 2 weeks before the actual draft, again giving each owner time to participate in mock-drafts, evaluate possible trade offers, etc.
I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
