In certain areas Medical Marijuana is legal. It's also legal for there to be dispensaries. It's also legal for the DEA to investigate both the users and the dispensaries.

They have the right to shut down a facility while it's under investigation. Also taking all their records and supplies to instigate an investigation effectively shuts them down even if it turns out they've done no wrong. If you don't like that and want to make a difference, vote to change the laws that make their actions possible to interfere with legal practices.
