The gene for blonde hair is recessive. This is a well established fact. That means in order for it to be exhibited both parents must contribute the gene.
If such is not the case one should not logically expect blonde hair.
Ethnicity and nationality have nothing to do with genes or looks. If you don't carry the gene for blondeness, the chance is zero If you do carry it, it depends on which genes your spouse provides. Is he blonde, the chance will be 50% If he's "halfblonde", it's 25 % If he doesn't, the chance is zero.
