A learners permit is not required for anyone over the age of 18 in California. If you have no driving experience whatsoever, you can take a drivers training course. These courses are offered by the same companies that provide the learners permit courses, and cost the same.
The only difference, they are not required for you to get a drivers license. You will be required to take a "behind the wheel" and written drivers license test when you apply for your license. If you pass both tests, you are considered legally able to drive in California.
