Gollum is not exactly evil but has been corrupted by the power of the ring. The ring caused him to have a split personality. Gollum is the one that wants the ring most of all and is evil and twisted, while Smeagol appears to be his personality that has not been corrupted by the ring.In The Two Towers, Smeagol says that he hates Gollum and wants him to go away.
I think that he was corrupted and obsessed. Maybe that's taking the blame off of him, but he was once a hobbit himself, right? Look at what the ring transformed him into!
I think that Gollum is evil, but not completely so. I think that there could have been some way to redeem him.
Gollum was misguided to become evil. There is a distinct difference at most times in the series between him and Smeagol however. There are a few times when Smeagol was influenced by his "Gollum-side" and did do evil - such as when he agreed to lead the hobbits to Shelob.At other times he tried to drive Gollum away, and genuinely wanted to be good and help.
But ultimately, the power of the Ring had too great an influence on him, and he couldn't overcome it. It had too much control over him, and in the end led to his demise.
