In the USA is the Electoral College a fair way of determing the outcome of the Presidential election?

Because the plurality victor of the popular vote in every state state (except for Nebraska and Maine) gets all of that state's electoral votes. It's difficult for third party candidates to score that many victories to reach 270 electoral votes.
