I own a '95 2.5L 4cyl Jeep Wrangler. It has 31" wheels and a 2ish inch lift. I just replaced the head gasket and it has multiport fuel injection.
I was just wondering about what kinds of things I could do to it to increase its horsepower. I would like to know what opportunities there are and the potential costs to pump it up a bit. Could someone tell me about throttle body spacers?

Consider an engine swap Given the age of your vehicle and the limitations of the engine, you might consider an engine swap. If that's not feasible, I'll give you a rundown on the specifics of your question. A throttle body spacer will add only marginal power, on the order of 2-3 HP, and only when coupled with a more efficient, cold air intake.
It's worth doing only if you're going to do a full bolt-on setup, and it's hardly the first thing you would do. Let's talk a little about turbocharging. A turbo kit for a 4cyl engine will run between $3500 and $5000, depending on how much boost you want.
We're in engine swap territory there, but it is the best thing going for getting significant torque and power out of a small mill. It is, however, hard on an engine. You mention that you just replaced the head gasket - you might be looking at doing that more frequently if you go boost on the thing.
Forced induction works best with engines that already have high volumetric efficiency - i. E, they breath well though large valves actuated by high-lift cams. This gives you the highest amount of power at moderate levels of boost.
You can try to amp up the boost pressure to squeeze more air through inefficient intake valves, but more boost also means more heat. That leads to diminishing returns. The rods and lower block might also have to be beefed up if you wanted to go with higher levels of boost - above 9 PSI or so - adding significantly to the cost.
So where do we start? Generally, you start with things that you can bolt on without messing with the engine internals. The first things to consider are the air intake and exhaust system, I/H/E - Intake, Header, Exhaust.
The air intake is the least expensive modification to make. You'll want a cold air intake with low restriction. This usually follows a "filter on a stick" design, an open-element air filter that sits at the end of a breathing tube positioned in a way that the engine draws cold, outside air.
Cost: Around $250. Gain: 5-10 HP at the wheels. Next, you look at the exhaust system.
Most tuners start with a cat-back exhaust, replacing the exhaust system from the catalytic converter to the tailpipe. These come in different styles, but they all wind up giving you between 4 and 7 HP at the wheels. Cost: $400-$700.
You can add a header, replacing the stock exhaust manifold, to give you another 3 to 8 HP, depending on how efficient the existing exhaust system is to begin with. Cost: around $500 for stainless steel, which you want, because the ceramic coated ones crack and rust out after a couple of years. If you have been adding all of these things up, you can start to see a pattern of dimishing returns.
Once you're done with bolt-ons, you go with better engine management to make your programmed fuel injection system work better with the bolt-ons. After that, you're getting into internals. The camshafts are the easiest things to upgrade, and it gets hairier from there, but by the time you start messing with internals, you've probably dropped at least $2K on the other stuff, assuming you've done all the work yourself.
Do you have this kind of money to spend on a 13-year-old car? Do the air intake, see if it feels a little better in the seat of your pants, then decide if you want to spend more to get a little more out of it. Tuning can be fun, but it's expensive, and most people are better off just trading in their rides for something that had a little more kick when it left the assembly line.
