Intel i3 is better then the AMD a6 in processing power. But the AMD exceeds the intel in graphics like games/videos because it has integrated graphics in its processor. It really depends on your budget and your usage.
AMD is cheaper and is has decent multitasking capabilities with good graphics processing. The intel is more suited for programs that relies on CPU like spreadsheets/vid or photo editing, converting files etc. Turbo frequency means the min/max over clocking speed of your processor. When your computer reaches the limit of your base processing speed, it will safely overclocks its cores past its default limits and gives you a boost in speed.
This is known as Turbo Boost technology.
I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
