Is Claritin-D or Allegra-D better at treating seasonal allergies?

The -D means "decongestant"; in this case, pseudoephedrine (i.e. Sudafed). Claritin and Allegra by themselves are antihistamines.

Personally, I recommend not over-medicating: if you can make do with the kind without the decongestant, you're better off. The antihistamine alone will often resolve congestion issues. But if you take antihistamines and still feel congested, buying the -D products can be less expensive than also taking a separate decongestant.

They have a full 120 mg dose of pseudoephedrine, same as Sudafed pills (the maximum recommended).
