Logic and circumstance dictates the evolution of clothing,fashion and custom,influence it,and culture with religion,add meaning and expectation. After hundreds of years when climate,fashion,and need have changed,all that's left is cultural expectation,reinforced by religious or political separatism. Logic left the argument a long time ago.
The Hijab, which was called the "Khymar", is mandated in the Quran. However, some modern scholars do question its interpretation. We believe that God commands that which is good; forbids that which is evil; and permits that which falls in neither category.
It follows that God's commands are reasonable, but at times, our limited knowledge precludes from giving a satisfactory reason. Specifically for Hijab, God wants women to project a modest image in the way they dress and in their conduct in order to minimize illicit relationships.
