Depends on the court's ruling regarding visitation. Some can, some can't. Some children are in foster care because their parents' rights have been totally terminated and they're awaiting permanent placement or adoption.
In those cases, no, they do not see their parents. It is NOT up to the kids and foster parents. If the court rules that visitation is allowed, you can't choose to disregard that order.
