Can an 18 year old adopt a 17 year old or a 21 year old adopt a 17-20 year old?

You need to be pretty stable to bring up a child, adopting is a choice so if you're not in the perfect situation such as money, housing etc id put it off for a while, theres no problem with bringing up a child with little money etc but you don't wanna bring a child into a crappy situation like not being able afford to bring him up, id put it off till you're financially stable and stuff like that. Also college is very time consuming and a lot of time is spent on studying, and if you have a job that leaves little time to take care of a child, adopting isn't as simple as online shopping, its a long long process and even a perfect couple still might end up waiting years to adopt. If you have the time, money, resources and that then feel free but it does take dedication to bring up a child.
