Some of the operative words include: "government" and "allocate" and "media" (a.k.a. , free press)...each of which should be analyzed and clearly defined in the context of the implied purpose: to give voice to those without apparent resources or ability to make their needs, opinions, or wants known to the powers that be.
I think the word "media" is out of place in this assignment, partly because the asker is assigning to government (elected representatives) the role of editors for private-enterprise for-profit press. The need to have representation for those without means (the poor, the disabled, the displaced, or the disenfranchised) is a basic principle for our U.S. Constitution, so the representative government does have an obligation to give these populations more say in their government---and what better way to achieve this goal than to make sure their stories are told so that policies can be shaped around their needs and interests. But...is media the best means for so doing?
That appears to be the question. Perhaps a far better method would be to hold regular Town Hall meetings open to the public in the various districts or to have elected representatives do walking tours to talk directly to the people in their districts to ascertain what these people from all walks of life see as priorities for lawmakers at local, state, and federal levels. The media would be secondary to these direct methods, since the goal of newspapers and TV news is not to make news, but to report on newsworthy topics and events.
On the second question, you need to establish some sort of narrowed context by defining "gap" in more specific terms. Age gap? Expertise gap when competing globally?
As taught in our schools? The question is too ambiguous to offer any definitive answer.
I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest. A good paper is one that people get drawn into because it reaches them ln some way.As for me WW11 to me, I think of the holocaust and the effect it had on the survivors, their families and those who stood by and did nothing until it was too late.
