Both. Some people have a natural talent for leading others, others can become good leaders through practice, education and observation. Even "born leaders" can better their leadership by doing the same.

Well, its definitely something that grows slowly with time. Never miss an opportunity where you'll get to learn something. It's about the values that you develop within yourself with the span of time and that will always assist you facing the challenges outside.
