Is PSG Consultants, Inc a legit secret shopper company?

I have no idea if there is a legitimate company named PSG Consultants (there may be) but I can guarantee that what your mother received is a scam. After Mom cashes it and wires the money somewhere, it will be discovered that the check was forged. The bank will require your mother to pay back all of the money.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
