Is their a good camera or video camera out there for a 7 year old?

Craigslist! What I did is go to craigslist.com and find someone selling an old camera. I was able to buy one for $30, that we lost after 3 month, but then I found a camera on the street in the rain on vacation in London and she is using that now.

Just create an automated search on craigslist and wait for someone to sell their beginner model from 3 years ago. The cheap cameras you get at stores are not worth the money. They are way more expensive than something used and their quality is really low.

We had two that were hard to use and real bad.

There's another "tough" camera out there... V-Tech makes a camera similar to the Fisher Price camera. It’s called the Kidizoom Digital Camera (though apparently it doesn’t really have a zoom feature. I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
