There is a difference: both blu-ray and video games have region-specific color systems. For the PS3, the US and other North American territories use an NTSC coloring system, while Europe uses PAL. The only real difference between them is the interlacing of the frames, but the upshot of it is that you can't use a PAL disc with an NTSC system, and vice versa.

Yes there is As far as I know there are region restrictions but it all depends on which company makes the blu-ray in question. In the begining some companies decided to be region free like warner* and paramount**. But most other adopted a region to try and combat piracy.

But now with bd+ available some blu-ray companies have made it possible to play in all 3 regions of the world like walt-disney. The 3 regions are labeled "A" "B" and "C" inside a small hexagon on the back of each blu-ray dvd. And if the bd plays in all 3 regions(region free) then you will see all 3 hexagons 1 on top of the other 2.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
