Is there a good INDIVIDUAL health/medical insurance that would cover pre-existing conditions like Diabetes?

My sister is starting a small, one-person business. She needs INDIVIDUAL and affordable health/medical insurance benefits. She is 54 yrs.

Old, has Diabetes and some related conditions, so the insurance has to cover these pre-existing conditions. She has COBRA for $500/month now due to her last position, but in 2 months it will run out, and to keep it as an individual will cost her $3000/month. Please advise.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
