Is there an app or setting to tell the iPhone to route internet traffic requests via Wi-Fi instead of 3G?

So if I am understanding what you are asking, I think the app Paros will help your cousin with his frustrations. This app was designed for web application security, so it allows you to route and monitor internet traffic when you set a port and address. It is set up by default to monitor the traffic running through your Ipod, but you can change this.

Once you set it up with the Ipod, you should be able to route internet traffic through wi-fi. The guide I looked at is set up with Windows seven, so I imagine it will work for your cousin. There is a VERY detailed setup process to help him get started on downloading, installing, and using this neat little app.

The guide will be especially helpful when it comes down to actually using it, as finding it and installing it are pretty self explanatory step by step processes. The same most certainly cannot be said for the app itself, it is a pretty tech savvy process and It is not the most user friendly application out there. I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
