Your best bet is to apply to a local community college, where your previous GPA will not be a hindrance. Since GPA's do not transfer school-to-school, as long as you study and do well in your classes you will be able to apply to a 4-year university with your new GPA! It is also a good idea to speak with admissions or write a short personal statement explaining the time at the previous college, but showing with your community college GPA you are prepared to work hard toward your degree.
If you take one class...they average it with the other GPA and it can raise a GPA. If you are in the right major, you may do well. They may put you on probation for a semester and if you can't handle it, drop you.

3 However, you are stuck with that old GPA no matter how much you're able to bring it up. In short, you'll never be able to have a 4.0 because you screwed up at one time. I know it doesn't seem fair, but that's the way academia works.
