Excellent answer, G4b. I just wanted to clarify: it takes 3/4 of the states to approve an amendment, regardless of how it was proposed. And they can't do absolutely anything: they're not allowed to tinker with equal representation of states in the Senate.

(Though presumably you could first amend article V to change that. ) The Congress does not have to be involved, though they can make themselves involved through the requirement of constitutional conventions in the states rather than by votes of the legislature. You do need the legislatures to call a constitutional convention.
