No. You’re looking at what are right now considered two separate steps: getting text into a computer (either through OCR or speech-to-text), and translating text in a computer from one language to another. There are systems that will translate speech in one language to another, for Pocket PC, but they are basically a very limited phrase book and would not be able to do what you want.
First, OCR (optical character recognition) is generally more accurate than speech recognition; are the letters typewritten or handwritten? Second, the state-of-the-art translation systems require large server farms of beefy machines. Google’s German-to-English translation service is actually pretty good.
While there is no end-to-end system to do what you want, you can put the pieces together yourself; I’ve already suggested Google for the translation (for a free web service, they do a good job; even machine translation researchers use their system for testing and baseline comparisons). Be aware that you will get much higher accuracy by giving the letters to a bunch of bilingual speakers to translate them for you.

1 Here are more details I should have provided in the first place. The letters I have to translate from German to English are mostly typed (with old German typewriters) but some are handwritten. I don't know if OCR can read the old German type fonts but I guess it's worth a try, if the translation software can then do a decent job.
I gave the Google program a shot and the English was almost undecipherable. I am pretty fluent in German so I can read the German text and then speak a decent English translation. So with an English voice-recognition program I would then have it in written text.
But it would take forever to do the hundreds of pages I have to translate. The perfect solution for my problem probably doesn't exist but thanks for your help. It was helpful.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest. A good paper is one that people get drawn into because it reaches them ln some way.As for me WW11 to me, I think of the holocaust and the effect it had on the survivors, their families and those who stood by and did nothing until it was too late.
