My brother lives in Kentucky and his degree program is not offered at any of the Universities in Kentucky. It is however, offered at University of South Carolina. The counselor at school indicated that some states belong to something called The Academic Common Market, as known as ACM.
That this is an agreement between some states in the South that will offer students out of state tuition waivers between states that do not offer the particular degree programs instate. Is USC located in a state that participates. If so, which degree programs there quality for the students from the other ACM states to attend at an instate tuition?

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest. A good paper is one that people get drawn into because it reaches them ln some way.As for me WW11 to me, I think of the holocaust and the effect it had on the survivors, their families and those who stood by and did nothing until it was too late.
