If the event or activity is extra-curricular in nature and is not associated with the employee's work responsibilities, then it is considered an activity that the employee chooses to do on personal time and it is permissible. If the activity or event is associated with the employee's work responsibilities or is an educational or training opportunity that enhances his or her work, then it is considered work-related and is not permissible during furlough time. An employee who wishes to attend or participate in an event on a furlough day that could be considered work-related should schedule furlough time on an alternative day.
