Lie very still and make a sound like a saucer of milk.
Put a bowl of milk out be really quit and grab her/him try to reapeat that.
Now I need to know if this cat is wild. Is this cat afraid of humans? If he is then slowly try to show that you will not hurt him, and get lower so you don't seem so big and treating to him.
But if he is not try to appear friendly and grab him when he comes near. But be gentle so he does not hurt you. Or freak out.
Then bring him in side and put him in a cage so he does not wonder, then call your vet or animal shelter have them pick him up or bring him there. This might take a couple of days depending on if he is scared of humans. , or not.
I would suggest a humane trap and make sure the cat is friendly before trying to grab it.
Try a local feral cat rescue (Alley Cat Allies is a national group which may be able to direct you), or just a regular animal rescue. See if you can borrow a humane cat trap (or, ideally, if they will come out and trap the cat for you). If it's an owned cat and has a collar or microchip, you can hopefully get it home.
If not, maybe the rescue could help you by taking it in. You can find local rescues by plugging your zip code and "cat" into www.petfinder.com. I would only go to your local municipal animal control as a last resort.
They tend to be flooded with animals and pets that end up there don't always have the best odds. Good luck. PS, if it's not spayed or neutered, it would be GREAT if you could help get that done.
There's a stat out there that there are over 60 cats born for every person. Yikes.
FOOD of course! Open a can of tuna and offer it to the kitty. Then call animal services to come and get it - it may have a chip in it's ear that will help find it's owner.
The chip is an ID microchip that when scanned reveals all it's info! My pup has one because I could never bear to lose her. The owner may be missing that kitty very much and you would be a hero if you reunited them!
Good luck!
Talk to it without going too close, if it gets used to your voice it will be more likely to let you get closer too it. Another thing is cat treats or cat nip, if its used to its owner feeding it those things, it will let you do it super easy.
All you have to do is feed them and they will come around for life. I know this from experience. You can also call the animal shelter who will give you traps.

I'm assuming this is a stray or lost cat and not a neighbor's owned cat that is getting on your nerves? I cant really gove you an answer, but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest. A good paper is one that people get drawn into because it reaches them ln some way.As for me WW11 to me, I think of the holocaust and the effect it had on the survivors, their families and those who stood by and did nothing until it was too late.
