If you don't have a legal child support agreement, get one. The court doesn't care who makes more money. The one who pays support is the parent who the child spends less time with (regardless of shared custody).

If you are the custodial parent (the child lives with you the majority of the time) then you should receive child support. Remind your ex husband that he's overdue by "X" amount of dollars. If he doesn't pay in a reasonable amount of time, report it to the court and they'll take action to secure the money for you.
