The age is now 18 not 21. You cannot get married in the UK on a visitor visa unless you marry in an Anglican church. If there is any indication that you are coming to the UK to get married without the correct visa you will be refused entry.
You cannot change into a fiance or spouse visa from inside the UK. Fiance visas are never issued inside the UK. Visitor visas do not allow you to change status inside the UK.
Your b/f must provide evidence that he can support you financially. He must be earning a minimum of £18,600 to sponsor a non EEA spouse. You can use a mix of savings and income to meet this requirement.
Any cash savings over £16,000 that either of you have held for at least six months can be included. The savings required to make up the shortfall between income and the £18,600 threshold must be multiplied by 2.5 since they need to cover the 2.5 year period of the first leave to remain. For example, if you earn £15,000 you would need savings of £25,000 to meet the financial requirement.
The shortfall of £3,600 x 2.5 plus the £16,000 floor amount. The reason these figures are used is because both the income level and cash savings level are at a limit that generally excludes him from qualifying for most non contributory benefits. Third party co-sponsorship is no longer allowed.
He will need to give you his employment contract and six months of payslips and bank statements and his latest P60 to submit with your application. You will also need a letter from his employer confirming his employment and annual salary, the length of his employment (and the period over which he has been or was paid the level of salary stated in the application), and the type of employment (permanent, fixed-term contract or agency). He must accommodate you adequately.
You will need to submit a mortgage statement or rent agreement. If you are renting and do not have a joint rental agreement, you will need a letter from his landlord stating that you can live there with him and if the term of the lease has less than six months to run you will need the landlord's confirmation that he is prepared to extend it on the same terms. You will also need to show the number of rooms and their dimensions.
You need a short letter from him supporting your application. The letter should set out the brief history of your relationship, how you met, (only counts from actual meeting internet relationships are not real) when and how he proposed marriage. You need proof that a wedding is being planned.

It's pretty simple to be honest. If your looking to marry then he can apply for you under fiancée - else apply under visitor. If you've met and spent time together then too he can apply under fiancée.
The laws have changed again this month and you may find if helpful to recheck the guidance to ensure it is still 18 to apply. You as a potential spouse do not need to prove or show anything. It's your British sponsor who needs to have a permanent residence or a letter from his family (provided they own their own home).
They need to declare that they are happy to support him and have you come live with them. Regarding the "public funds" issue, hopefully he is not claiming JSA or ESA and has at least six months payslips and bank statements. These need to show an excess of cash (around £2000) before he can apply to sponsor you.
Whether your employed or have any cash is irrelevant to the application as HE needs to have the cash as you're moving in with him. However, if your coming as a visitor then it's different. What he has and his residence is not important.
You need to prove your not coming to work or overstay. This you can do by having around £1000 cash and a decent limit credit card or having around £500 and a couple of months bank statements to show you have access to funds. Residence wise they will phone him and he will need to say "yes I am happy to let your full name stay with me for the duration of her trip." and your in.
If you decide to marry then you'll need to fill the proper forms first. So basically you need to first decide whether your eligible to come as a fiancée (easier) or as a plain visitor (more difficult) as your applications and requirements are different Hope it works out for you.
